Dirty Coal: After bankruptcy, nobody will be around to clean up the mess: via WaPo: Can coal companies afford to clean up coal country?

Companies now say they will "self-bond' - meaning they will guarantee cleanup.  But one lawyer says:

the companies do not have enough money to pay for all their obligations, and self-bonding is “not worth [the] paper [it’s] written on,”
