NIGERIA: 'ILLEGAL' OIL, BY WHOSE DEFINITIONS?

As poor people try to help themselves, the military and goverment are also complicit in reaping big bucks off of 'illegal' oil; Shell is complicit because it continues to operate as a partner of the military government. Whose oil is 'legal oil'?
